Construction of a Competence Model for Road Transport Dispatchers from the Perspective of the Low-altitude Economy and Analysis of Job Transformation Pathways
Abstract
With the implementation of the national low-altitude economy strategy and the continuous rollout of pilot programs for integrated air-ground transportation and logistics systems, the operational scope of traditional road transport dispatching positions is expanding into the low-altitude domain. Based on the professional requirements for road transport dispatchers, this paper integrates the SF Express air-ground collaborative freight transportation standards, as well as real-world operational cases from Shenyang Tianxing Passenger Transport Company and the passenger transportation requirements of the Liaoning Provincial Rapid Bus Station, to analyze the changes in job responsibilities brought about by the low-altitude economy. The paper constructs a four-dimensional competency model, examines the practical challenges encountered during the current position transformation process, and proposes optimization pathways for this transition across four dimensions—individual, enterprise, educational institution, and industry—providing valuable references for the cultivation of talent in transportation-related higher vocational programs and the enhancement of professional competencies among practitioners.
