Abstract

Finance talent cultivation at private application-oriented undergraduate institutions faces a twofold predicament: Party building and professional education operate as disconnected “two skins,” and the effects of Party building resist evaluation. Using the Internet Finance program at Guangdong Technology College as a case, and drawing on literature review, institutional text analysis, questionnaires, interviews, and recruitment big data, this paper examines the mechanisms, pathways, and evaluation of Party-building empowerment. Three findings emerge. First, empowerment works through a triple transformation—organizing political potential energy, converting organizational kinetic energy into educational practice, and consolidating educational efficacy into student competencies—which in private institutions presupposes governance embeddedness. Second, in the support matrix of the 2026 cultivation plan, all seven core specialized courses leave the “moral cultivation” indicator points unmarked, supplying verifiable evidence of the disjunction. Third, resource constraints make a lightweight, embedded, and assessable pathway a better fit, and existing data suffice to construct a low-cost Party-Building Empowerment Index. The graduate destination realization rate exceeds 95%, whereas the employment–major match rate is only 58.60%, 77.08%, and 76.70%; the resulting index score is 82.11.
